“North Carolina General Assembly leaders announced on Friday their readiness to pass initial disaster relief next week to address the aftermath of Hurricane Helene in the state. House Speaker Tim Moore and Senate leader Phil Berger issued a joint statement, indicating ongoing efforts to assess the extent of the damage and determine the immediate response requirements.
With a one-day session already scheduled for Wednesday, the Republican-controlled legislature emphasized their commitment to aiding Western North Carolina residents affected by the storm. While the assessment of mountainous regions continues, lawmakers anticipate providing a preliminary financial contribution from the state alongside legislative adjustments to support agencies and displaced individuals.
In drawing on past experiences like Hurricane Florence in 2018, where a swift approval of disaster relief funds amounting to $57 million was granted, lawmakers are considering similar relief measures for Helene’s impact. Apart from financial aid considerations, potential changes to election laws may also be deliberated next week, building upon earlier flexibility granted to local officials post-Florence.
The Department of Public Instruction has already outlined its funding requirements post-Helene, seeking up to $166 million primarily for school repair and renovation, addressing technology losses, and meeting school meal needs. As part of contingency planning, the state government holds substantial financial reserves in its “rainy-day” fund and designated disaster response reserve, ensuring resources for immediate action if required.
Collaborating with Governor Roy Cooper’s administration, lawmakers are working towards a cohesive approach to meet the urgent needs following the storm’s devastation. Looking ahead, the General Assembly is scheduled for further sessions in November and December, with potential consideration for a special session if deemed necessary by state leaders. Reflecting on the unprecedented impacts of Hurricane Helene, legislators expressed deep concern for affected communities while acknowledging the unity and resilience demonstrated by North Carolinians in times of crisis.”
